Imo the application is flawed - nothing wrong with the system

To steal a well used phrase - the system on paper works fine, the problem is races are not run on paper

The system works beautifully in the UK. Ask Sir Mark Prescott.
In South Africa there are too many guidelines and rules the handicapper needs to follow.
